I'm using Acrobat Pro DC 2015.017.20050 on Mac 10.11.5
When editing an existing PDF, selecting the "Add Image" button allows me to select an image and I see it semi transparently moving with my mouse but clicking does not actually add the image.
However it does work properly when right-clicking in the PDF and choosing "Add Image" from the menu.

We have released an update today that fixes the "Add Image" issue. Please open Acrobat or Reader DC and visit Help > Check for updates to make sure you are on the latest patch.

Thanks for the report. We are sorry that you are facing this issue. This has been reported at our end and is being looked at.
For the time being, here is a workaround.
- If you go into an unresponsive mode in Acrobat, press 'Esc' key
- You'll come out of the unresponsive state to the normal state.
- If you want to add images to the document,
- Use Right click to invoke the context menu on the canvas area.
- Use 'Add Image...' option from the menu.
