Adobe Acrobat DC: Error 16

I work for a large company and frequently buy licenses of Adobe Acrobat DC.

We get Error 16 after installation when opening a .pdf EVERY time I install this software.

Different PCs, different users, different OS, different physical location....

Solutions offered by Adobe :

     1. Right click and choose 'run as administrator'.

          - this is an enterprise environment.  my users are not administrators.

     2. Configuration error in Adobe Creative Cloud or Adobe Creative Suite

          - I've tried this solution several times on several computers with no luck.  I should not have to edit folder permissions to use this product.  That is ridiculous.

My current workaround is to make the individual user a local admin on the pc.  That is a very poor solution.  Please respond.

these are user-to-user forums.  you're not communicating with adobe employees here (unless you see a user with a 'staff' badge).

if you want to communicate with staff, and you have an enterprise license, use your enterprise contact.
