Can a person sign a file from Adobe Pro DC to Adobe Reader DC? Can a person accept file that I encrypt from Adobe Pro DC to Adobe Reader DC?

I have a Adobe Pro DC. I am sending file for the other person to sign but that person don't have Adobe Pro DC. Can that person still sign the form I sent from Adobe Pro DC? And also I am sending a encryption file. Can that person still receive and be able to read the encryption file I sent without that person having Adobe Pro DC?

Adobe Pro DC encryption with certification under Encrypt

When you set the permissions for the user with the certificate he/she can open the file with Acrobat Reader DC.
