Cannot install Acrobat DC in Creative Cloud

I have a license to Creative Cloud, which should allow me to download and use Acrobat DC. However, the download fails continuously.

I get these errors:

ERROR: DW071:

ERROR: DW003: Third party payload installer Adobe Acrobat\Setup.exe failed with exit code: 1603

After looking online, it appears this is a known problem.

And I cannot find a phone number to call Adobe.

How can I get Adobe Acrobat DC as part of my Creative Cloud license?

I have already spend several hours trying to install this program.

I don’t have time, nor am I a IT system administrator.

Why does the installation process for this application not work, when the other Creative Cloud applications work fine?

We are paying $50 per month so I should be able to easily install and use this application.

Windows version ?  If possible , post screenshot of  complete error message.
