1. Write a Digital Rights Management plug-in ("DRM") for Acrobat Reader. The fee is $50,000 per year. Each user must install it. You must be an expert in C++ and encryption.
2. Check the date in JavaScript. This is not secure because anyone can turn off JavaScript, but it might do for a simple low security need.

"Each user must install it",refer to Adobe Acrobat Reader? It means that if I use your plug-in to achieve PDF effective time control function,can I only use Adobe Acrobat Reader to open the processed PDF files?

If using a plug-in: each user must install Acrobat Reader AND your plug-in. The protection must use a private encryption that you create. So other products will not be able to open the files at all.
There would be no way to force a time limit on the many other PDF viewers.

DRM would be a C++ plugin that you write and have approved by Adobe (it must meet their strict rules Or they will not allow it).

You should also bear in mind that your DRM plug-in MUST connect to a network server to get the time, otherwise the end user can just change their computer's clock.
