Fields not accepting input

I created a fillable form from an existing.  All works fine but 3 fields aren't accepting user input.  They can't fill out those fields.  I can't figure out why.

It would be that they are set to read-only. If the fields can receive the focus, it may be that the formatting is set to something (like Number) that doesn't allow the characters the users want to enter. There are other possibilities, but it's hard to say without seeing the file.
