Framing rectangular images

How can I create a margin/frame of equal width

around a rectangular image being converted

to PDF?

I've been going to "Edit PDF" and selecting

"Crop," which displays a reticle that I position

slightly beyond the rectangle's upper left corner

and drag to a position slightly beyond its lower

right corner. Doing that, I've never been able to

create a frame of equal width on all four sides.

Is there a way to ensure all four sides of the

frame are the same width?
