It's possible that the document specifies the default zoom. You also have control via both of the following preferences:

Edit > Preferences > Page Display > Default Layout and Zoom > Zoom

Edit > Preferences > Accessibility > Override Page Display > Always use Zoom Setting

George, thank you so much -- I got a far as "page preferences" when I was doing it on my own, but couldnt take it one step further to 'zoom'.  That was it. thanks again!
