How can I secure PDF attachments via MS Mail Merge when sending via email?

I am using MS Word mail merge to create PDF attachments and email out.  I need the PDFs to be secure and to not allow recipients to make changes or to copy and paste content from the PDF attachment.  I have set security setting to "Changes Allowed: None" but this doesn't work as the attached PDFs still allow copy and paste from the PDF attachments.  What steps do I need to follow?

Probably the recipients aren't viewing with Adobe software, and it just ignores the security.

Setting "Changes Allowed" to "None" does not prevent content from being copied from the file. To do that you need to set the "Content Copying" option to "Not Allowed".

I had deselected the option "Enable copying of test, images, and other content" and images can still be copied from the pdf document attachment.  Is there another option I need to select or deselect?  thanks.

Of course. It's not enough to install Adobe software, you also have to use it. Not Chrome or Firefox or Safari or an email app.

If if you have a PDF with security, OPEN IN AN ADOBE APP which seems to ignore the security please let us know. Please send screen shots of the security settings and app doing something apparently forbidden (include both the activity and the app title). PLEASE DON'T TRY TO EMAIL REPLY THE SCREEN SHOTS .
