I have designed a fillable form in Adobe LiveCycle. Now my PC has been updated with Adobe Acrobat DC for Office 2013 compatibility and I was told that LiveCycle is no longer part of Acrobat. How can I modify those fillable forms?

You need to either purchase LCD, or convert the form to an Acrobat form, which would involve re-creating all of the fields in it.
