Returning signed form with attachments

I have created a fillable form, which requires a signature. When this is returned the signer needs to also send documentation. Is there away they can attach the documents to the form?

The easiest way is to use the Attach File commenting tool, available in Reader XI or higher.

So the people who receive the forms would need to have that version of reader? Is there any other way?
