acrobat 10 won't underline spaces inbetween words

I have a .pdf file. It was not scanned. I want to underline text using Acrobat X (version 10).

On some pages, it will underline the text and the spaces between the text in one complete line.

On other pages, it will underline each word individually, but it won't underline the spaces between the words, so it looks very disjointed.

Can anyone help me?

Is this happening with this certain file or with others as well ?

Using which application that document is created.
