pdf optimizer window does not appear when clicked

I've been trying to get to the pdf optimizing window where I can select options for downsizing my pdf, but when I select "Optimize pdf" nothing happens.
Can someone tell me why this is and how to fix it?

I was running an older version (whatever came before DC) and then I decided to download the newest version which is now Acrobat Pro DC. I have a feeling the problem is with the pdf but I'm not sure how to get around it
In DC, I go to tools and click on Optimize PDF. when I get back to the pdf with the options at the top (reduce file size, advanced optimization, etc) nothing happens when I click them, whereas I'm expecting a window with options.

You are correct, the buttons should trigger dialogs. For example, this is what you would see for the "Reduce File Size" function:
It could be the file - some options do not apply to all file types. But, in that case, the button should be grayed out to indicate that this function is not currently available. You can try with a different PDF document to see if you get different results. If you need a file to play around with that will enable all options, try this one: http://khkonsulting.com/files/Sample75Pages.pdf
If you find out that this is not working regardless of what file you try to process, it's time to repair your installation. If you are running Acrobat on Windows, then you can find the repair function in Acrobat's Help menu. Unfortunately, on the Mac, such a simple way to repair your installation does not exist, and you will need to uninstall and re-install the application.

The file you attached works just fine, so it's definitely the file I have. I find it very strange that the option isn't working or that it's not greyed out.
How can I make it so the option will work? Will I have to unlock something?

There is nothing to unlock, this seems to be some strange interaction between this document and Adobe Acrobat. It may be a corrupt PDF file, but without being able to poke around in the field, it's impossible to say. Did you try to repair your Acrobat installation?
