Preferences not being saved

I am currently trying to mark up screenshots in a pdf, but am having difficulty every step of the way. This was never an issue in older versions of acrobat. I will start with the main problem, which is that acrobat will not save any changes I make to preferences. When creating a pdf with my PNG screenshots, acrobat horrendously artifacts and degrades the quality of the images. The only way I have found to fix this is by going into Preferences > Convert to PDF > PNG > Edit Settings. This actually worked and all of the images now look great. However, upon opening the program the next day, these settings have reverted to the default bad quality. This is happening every day and it's a huge waste of time.

Why is acrobat resetting the changes I made in preferences? Is there any way to fix this?

I am using Acrobat Pro DC version info:

Try setting your preferences with no document open. If a document is open, the preferences are applied to that document only (I believe).

Could you please let us know the changes you make in the Edit settings option under Preferences > Convert to PDF> PNG.

Please also share the OS you are using.

Try once to Repair Installation under Help menu.
