the download for Acrobat_2015_Web_WWMUI.exe doesn't run

the download for Acrobat_2015_Web_WWMUI.exe doesn't run.  when trying to install Acrobat 12 on a PC, it can't find the associated program to open & and it fails.  we didn't have this problem with Acrobat X.  I have an enterprise license.
