I can see that text was changed and that sticky notes were added, yet the comment bar on the right reads "No Comment" I have chosen "Expand All" comments and "Show all" comments.
Thanks, but I'm afraid that is not it either. I have found a work-around by opening the document with Adobe Reader. From there I can view the comments, so they were definitely not removed. It is just a bit inconvenient that I have to take the extra step of opening another program, and having read the related strings, this is clearly causing frustration for many others as well.

I assume that you are experiencing this problem with a specific document.
For testing purpose please try adding a comment in the same document and see if you can see the comment in the side bar.
Also, confirm the version of application you are working on.

Version is 2015 Release (Classic) V. 2015.006.30243.7120
I am able to add and view my own comments in the side bar, just not the ones that others have added.

I assume that, the comment you are referring to are no longer available in the pdf file.
when you go to comment panel do you see the other's comment in the list?
If not,then someone probably flattened the file at some point, removing all information related to the comments and turning them into a static graphic on the page.

I tried downloading Reader as a work around and when I try to install, it just opens broken Acrobat. Anybody have any other ideas. The only reason I have Acrobat is for PDF reviews and it doesn't work. I can't do my job because of this. IT hasn't been able to fix it. I've reinstalled in every way I could think of. I've been in the setting for an inordinate amount of time.

Please let us know more about the issue you are experiencing when viewing PDFs in Acrobat and what you mean by "broken Acrobat." Do you experience any particular behavior with comments? If yes, please share the video of the workflow. We will look into this.

The broken Acrobat is the licensed version of Acrobat Standard which has the issue, rather than Acrobat Reader. I checked for updates and a dialog showed "No updates available."
The issue is that when I open a PDF that is part of a shared review, no comments are shown, not even my own. Sometime the comments show up, but not often. Sometimes it will even show comments from a completely different review, but that is infrequent. I can go to the remote folder where the review files are kept and see the xml files for comments from people, they just don't show up in Acrobat. Others can see the comments without issue.
If I click the link for the review in the invitation email, the pdf open and shows no comments. If I open the remote file that the link points to from File Explorer, no comments. If I open the local version of the review with the suffix _review added, no comments.
