Why does Adobe Export say that I don't have access when I try to convert a document from PDF to Word when that is exactly what the product does? I have an annual subscription that is current and fully paid.

Hi Juliet,
We apologize for the inconvenience caused. As per the description above, you are not able to access the Adobe ExportPDF services, Is that correct?
The record shows that you have an active subscription of Adobe ExportPDF services on your Adobe ID used to log in on Adobe forums.
Use the online account to use the services, Sign in to your account at https://cloud.acrobat.com/exportpdf with your Adobe ID and password.
If you are using the free desktop version of Adobe Reader, then please sign in with your Adobe ID and password.
If you want to download Reader DC, use the following link: Adobe - Adobe Acrobat Reader DC Distribution Link: https://get.adobe.com/reader/enterprise/
Hope this helps, and keep us posted with the results.
Regards,
Anand Sri.
