Adobe Sign transaction limits Signers/ Transaction

I am looking at the different plans and I saw this column on their plan table (Signers/ Transaction).

Does this limit refer to the amount of people you can have sign a docuemnt that you send out?

 

For example, if your a youtuber who sends out consent and release forms to people allowing you to interview them, you can have hundreds of people you need to sign per year.

 

The highest number I saw in the Signers/ Transaction colum was 25 for buissness and just 10 for indivdual.  Does this mean you can only have that many unique people sign a docuemnt u send out per year?

I may have not said what I meant as clearly as I wanted.  I re-read what I wrote and realized what I wanted to ask was.  Does that mean that total number of documents you can have signed per year is the number under the Signers/ Transaction column?

  This is in contrast to what I wrote wtich was the total number of signatures on the document itself.
