API - Does not have credentials

Hi, I've created an App and it says to go to Credentials to generate the client_id and secret but nothing shows under this section. Trying to follow instructions from https://www.adobe.io/apis/documentcloud/sign/docs.html but "Account > Adobe Sign API > API Applications" does not exist. Does a service need to be enabled? Please can someone direct me.
