Bought a small business license for sign but cannot send documents for signature

I am unable to send documents for e-sign because I have insufficient transactions, I have just bought a license to do this but I am still unable to send anything for Adobe Sign.

I am unable to use any of the support features on this website as I am being sent in circles and being asked to login continuously.

Please help as I am at my wits end.

Yes it is terrible... same issue here. Upgraded and still getting the same throttled transaction message.
In my 24 years with SaaS, this must be one of the worst apps ever.
