cannot create thumbnail

I recently keep getting errors that a thumbnail cannot be created and my agreement is automatically cancelled.

What is the solution?

This was reported on in another thread by several users. They now state the problem has been resolved. It was probably an issue on Adobe's end.

I believe this issue has returned. I have a user with the exact same error this morning.
