Downloading PDF after signing encrypted/password protected

Hello!

I have an issue where I create an Adobe Sign document (Request signature), I have it sent to the signer requested. They sign it. They then use the option to download the PDF. The problem is that the PDF file this creates for them is password protect (Security Method: Password Security) and the filename has "encrypted" on the end. However during document creation, the checkbox to password protect is unchecked. What I need to know is how to make this file non-password protected/un-encrypted. Can someone offer guidance?
