ERROR MESSAGES - I CANNOT SEND A CONTRACT FOR SIGNATURE

I have been getting error messages all day today.  I tried tech support and they were 100% unhelpful.  My password works just fine.  I can get on the site.  I only use Adobe Sign on the web, not via a progam.  I have gotten the following two error messages today, consistently (AFTER deleting cache and all cookies from my computer):

 

Error Message #1:

We encountered an error while processing your request. We apologize for the inconvenience. Please reload the page and try again.
If you continue to encounter this error contact our customer support.

 

Error Message #2:

"Draft is not accessible due to updated account settings. click OK to compose a new one". When I click OK, I get the 2nd error message posted above. Again.

 

I was on with tech support for almost 2 hours and they sent me here.
