How do I add NEW users via the v6 REST API

I am trying to figure out how to ADD users w/ the v6 REST API.

The following operations ALL require an userid except for pulling a list of all users.

Can't telly you why, but there's no method to create user in V6, use v5 instead.

I could not find create user endpoint on v5. can you provide more details??
