Modifying an existing user to be an Account administrator in the Admin Console

I have a user that needs Account admin access in order to view some logs. Currently it is a Group administrator and so has the Group menu when I log into the account. It is not clear to me how make this user an Account administrator in the Admin Console. The previous method was simply to check a box in the user profile but that is greyed out now and no longer available since the Admin Console was added. I've tried adding all the available Administrative Rights (though none of them specficially say "Account Administration") in the Admin Console for this user but that doesn't resolve it  as that user still cannot see the required logs nor is the Account menu present when I log in to that partcular user. Any help is appreciated. I feel like I'm missing something simple because it doesn't seem like it should be this hard.

One additional note: I've looked through the documentation but so far haven't been able to find how to do this in the Admin Console. I found two references to making a user an Account Administrator and both referred to the old way of checking the box on the user profile.
