Partially fill form and delegate to someone else

Hi, is it possible to partially complete the form with information and then delegate the form onwards to someone else to sign? 

The new delegated signee will review and complete missing information and sign the form

Is the above possible?

I would add a form filler to complete the information needed and then add the person that needs to delegate/sign.
