PROBLEMA TRANSFIRIENDO LA PROPIEDAD DE UN FORMULARIO WEB

Estoy intentando asignar un nuevo propietario a un formulario web y siempre me da el error "no se ha encontrado el recurso". Lo hago desde cuenta de administrador. ¿Cuál puede ser el problema?
