Adobe firefly - you have no access to this function

When trying to use adobe firefly we are getting this message:

We are using Adobe Pro Edition for education for our users and all functions are enabled.

Any idea what is going wrong?

Thank you for your message. 

What function were you trying to use? Not all Firefly functions are available to educational plans.

@lieven_6259 the message on screen says to contact your administrator for access. They have to allow access for Educational accounts.
