Hello, i've used an adobe font for a web project and now the design studio has reached out asking for a fee to license the font, claiming the font has been used outside of it's licensing rights. I have simply picked any font not even making any revenue with this project, plus the font licensing tab advetises it's use to be allowed for web projects. Is this a scam or valid concern with adobe fonts?

If the design studio in question is using Adobe Creative Cloud applications they should just sync the same fonts as you did rather than attempt to ding you with an extra service charge. I would call them out on this issue big time. I suspect someone at the design studio was sleep walking and automatically assumed something when they received artwork assets with live text objects in them.
It's possible since it's a web related project they don't want to work with the coding methods of implementing Adobe Fonts into a web design. Or they don't know how to do that. It sounds like they want to get regular web font files they can upload.
