I want to sign up for creative cloud so I can use a specific font on Adobe Fonts to make a Font Logo for my own brand. Once I make the logo, I plan on discontinuing my Adobe Creative Cloud Membership. Am I still allowed to use that brand logo on products (clothing/merchandise tags) after my membership expires? Or do I need to remain a Creative Cloud member in perpetuity if I want to keep using the Logo?

If you convert the type object in your logo to raw outlines you can use the logo on anything regardless if you have an active CC membership. Just be sure to save your logo in vector formats that can be opened accurately in other applications not made by Adobe.
