I have not used AME in months until today. I have not even opened it since the 2023 update last week.
I was working on a file in After Effects this morning and added it to the AME queue, the splash screen came up and then it froze and the windows "Adobe Media Encoder is not responding" error came up. I closed everything, opened AE again, worked on a few different files and about two hours later tried to export another file, same issue.
I closed everything and tried opening AME from Creative Cloud same error. I tried uninstall and reinstall, no dice.
I don't have any third-party PlugIns or anything installed other than the original AME installation from CC.
I've attached two screenshots. Note that it doesn't always freeze at the same point during loading.

Windows 10 64-bit
Intel Core i7-1065G7

Integrated GPU Intel Iris Plus Graphics
Dedicated Graphics Card Nvidia GeForce MX230
Thanks peeps.

Hi RedFeathers,
Sorry for the crash.
I am moving this thread from Bugs to Discussions so that we can try to troubleshoot the issue.
Just to be on the safer side, please go to the following location and see if there are any plug-ins installed for After Effects or Premiere Pro: Windows: C:\Program Files\Adobe\Common\Plug-ins\7.0\MediaCore
Any folder or file in the MediaCore folder (except dummy.txt) belongs to a third-party plug-in. Remove them temporarily from the folder and try to launch Media Encoder. If it doesn't help, try resetting the preferences of Media Encoder.
Let us know how it goes.
Thanks,
Nishu

Hi Nishu,
Thank you for getting back to me. There is a folder called "Public" in MediaCore, I moved it to my desktop, but I don't know if it changed anything because I still can't export to Media encoder because it freezes while opening.
I can't set the preferences because Media Encoder won't open at all. It freezes and then crashes on the splash screen.
I went to C:\Users\USERNAME\Documents\Adobe\Adobe Media Encoder and deleted everything except 23.0 and I still can't open Media Encoder.
Any other suggestions?

It is important to remove the 23.0 folder to reset the preferences. Please give that a try.
If it doesn't work. Please try the following:
Looking forward to your response.
Thanks,

Hi Nishu,
Removing the 23.0 folder and Running as Administrator did not change anything.
I will reply to this thread if adding an account solved the problem, however, I don't think our IT department will be happy with this "solution" and so far, I have resorted to installing and working from the 2022 programs just to make progress on my project.
It seems that the Media Encoder freezes when loading ImporterARRIRAW.prm - see below.

Hi Nishu,
I created a new Account, Installed only Media Encoder 2023 and it opened fine.
Does this mean I need to do a clean install of the Creative Suite?

I have a similar problem on my Macbook pro. Can't get the app to open.
I have re-installed the last 22 version and that's working for me. I've got to get stuff outputted, I don't have time to troubleshoot this new version!

Thanks for weighing in, maybe if enough people comment, they'll look into it. I reported it as a bug (which it's looking like all the more) and they had the audacity to move my issue to the forum. It's a coding error, not my laptop.
The only thing that worked for me was to create a new user on my PC and reinstall CC, but that's impractical and I had to remove the user profile as the IT department at work doesn't allow it.
Alternatively, we may need to completely remove CC and all related files from our harddrive and do a clean install. I don't have time for that right now, It's coming up on Christmas and we all have deadlines to get to.
I'll post if I see a solution somewhere or find a solution other than using 2022.

Hi Paulus,
Did the update for ME 2023 this morning fix your issues? I can now open the program without it freezing or crashing, but I haven't tried exporting from AE or PR yet.

Similar issue, Windows 11, Media Encoder freezes when loading ImporterARRIRAW.prm
None of the troubleshooting steps worked for me, including a fresh install. By fresh install, I mean 1) run Adobe Creative Cloud Cleaner, 2) restart computer, 3) install Media Encoder 2023, 4) open Media Encoder 2023. Media Encoder freezes when loading ImporterARRIRAW.prm

Also, after rolling back to v22.6.1 yesterday, today Creative Cloud (cheerfully) auto-upgraded to v23.0.1 even though auto-update is OFF in my preferences. What the h-e-double-hockey-sticks is goin' on over there you guise?!

I've seen a few people with this issue and only one other than you or me that has noticed that it's getting stuck on ARRIRAW.prm Adobe has been almost no help. I'm still working on the previous version so I can get to my deadlines.

I'm not sure about you, but the update from this morning seems to have fixed the issue. I can now open ME 2023 without it freezing or crashing, I haven't tried exporting anything. I've converted my working files to 2022 versions to get everything done.
