Audio Plugins with Media Encoder Watch Folders

Would love to get some help on this. I'm using 3rd-party VST audio plugins (iZotope RX 5) and can't get them to work when attempting to encode via a watch folder.
In Premiere, the plugins show up fine in the Audio Plugin Manager, and I can export the sequences from Premiere and render them via AME. However, when saving the Premiere project into a Watch Folder, the sequences don't render and I get the error, "Video and/or audio filters are missing."
Are VST plugins compatible with AME watch folders?
