glitching on dark areas

hello, when previews and rendering in media encoder, darker areas of the video seem to glitch and show colourful horizontal lines.  i have attached a photo for reference; i'm not sure how to fix this. please help asap!!

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

i am using Intel(R) HD Graphics 620. i know it's not exactly ideal  but it has been working fine for me for almost a year, so im not sure why its only started doing this now. any other suggestions?

Please use the free MediaInfo and post a screenshot the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:

Try turning off Hardware encoding in the export sttings.
