Ive tried unistalling and reinstalling the program but no matter what I do it won't open. no error messages or anything just doesn't open.

It's Adobe's policy to release fu**ing updates that do not work or work like sh*t on a stick, and then just ignore all questions and comments about errors 🙂
Just try to install the old working version and uninstall the new one
