Need to create 720x480@59.94i SD Bluray stream

I'm working on a project where I need a compliant SD bluray stream. All content is originally SD and needs to be in 720x480@59.94i, sadly, both Bluray MPEG2 and H.264 profiles only allow 29.97, which are not bluray compliant. I will be ingesting these into Scenarist. I would normally use Total Code Studio but it won't allow me to change the resolution to anything below 720p. Any suggestions?

BTW: I'm using Build 11.0.2.53 which is 2017.0.2 Release
