How do I install OGG to Media Encoder, I went to the Github Link and downloaded the Zip, but can't find any instructions on how to install it

I looked there, but didnt see anywhere telling me how to install it, or get it into Media Encoder, the latest comment there says it doesnt work for them on 2020
