Replacing Microsoft Expression Encoder

I’m looking for some advice on a replacement for Microsoft Expression Encoder (MEE) and am considering Adobe Media Encoder CS5.  Our agency is using MEE to create streaming video with multiple bitrate files for viewing on Silverlight.  We were told by Microsoft that this would lessen the burden on the network by having the end user’s PC select the appropriate bitrate considering the bandwidth.

As you probably know Microsoft is no longer supporting this platform and most browsers do not support the plugin.

Our agency has more than 16,000 employees spread out across the state of Pennsylvania using mainly a desktop platform.  We are currently upgrading to Windows 10.

I’m not an expert in the video area.  My only experience is with MEE.  Can something similar be created using CS5?  If not, is there another Adobe product that would be better suited.
