Some say Adobe Media Encoder free with other Adobe applications

Research seems to imply that Media Encoder is a free adjunt to programs 'such as' Premiere Pro (eg https://adobe-media-encoder.en.lo4d.com/windows) and my understanding was if you had bought Adobe software that could usefully use this, it could be free ... but I have Adobe Audition at considerable cost per month and when I tried to add Media Encoder (so that I can export videos with added voiceover) I was told I could only download it for free if I had the whole Adobe suite/Premiere Pro.  Is this correct?  The advice is conflicting.  AND ... if Adobe don't allow this at present, could they consider adding it, given that Audition is a similar program to Premiere Pro, just leaning more towards the audio than the video side of things?  It would seem a logical step.  Does anyone on the Adobe staff monitor these posts and could kindly answer?

Adobe Media Encoder only comes with Premiere Pro and After Effects.  If you don't have the Premiere Pro plan, After Effects plan or the All Apps plan, you will only get the trial version for 7 days.

Adobe Media Encoder only comes with Premiere Pro and After Effects.  If you don't have the Premiere Pro plan, After Effects plan or the All Apps plan, you will only get the trial version for 7 days.
