When I create proxies in Premiere Pro, it won't open in Media Encoder. I already tried to enable PP and Media Encoder in the files section of the system preferences and it won't work. Please help me.

Thanks for confirming that. Are you using any custom Proxy preset or one of the default ones? Also, are you able to queue an export to Media Encoder using the Send to Media Encoder option in the Export tab?

I am using custom presets, but the default ones doesn't work either. I am indeed able to queue a clip using the export tab in PP, but i would like it to be done way more simple. Also, when I create a proxy from the export tab, there's a warning saying that the media is offline - I don't know if this is specific to this media or if it is a problem in Adobe Encoder. Regardless, I would like to create proxy just using my right click in PP. Thank you for your time, CP

That does present one possibility: are the clips definitely online when you're trying to create the proxies?

If the clips are offline, please right-click on the clip in the Project panel and select Link Media to relink it. Once relinked, try creating proxies.
