AEGP plugin error even though i have AME installed in C drive

i have media encoder installed here

C:\Program Files\Adobe\Adobe Media Encoder CC 2019

and getting AEGP Plugin error?

However i only get this error message in AE CC2015 works fine with AE CC2019

another problem is, when i open manually from AME, i have some elements missing.

Dynamic link works within the same version of applications (it will work for AE 2019 and AME 2019). For AE 2015, you need AME 2015 version.

Match the compatible version here.

Note: Media Encoder and Premiere Pro have same versions.
