Sorry for trouble. I found the files at following location - Cloud Documents. I was searching in Local Creative Cloud Documents.

You find your files locally at the path as shown on the picture:

Click the 3 Dots -> Preferences -> Creative Cloud -> Files!

Pre- Jan 2019 files are accessible? The files that are not synced are not. Is there any way I can recover those files?

"recover" means that you have lost your files?

Files are stored locally at the location marked by "Open Folder" (opens Finder/Explorer).

Files are stored on the cloud at the location marked by "View on Web" (opens browser)

Click both for getting you to the correct location.

Make sure that "Pause File synching" is not enabled.

Yes I lost my files that was saved in Cloud Documents, despite Creative cloud sync was ON.

If I saved files locally and uploaded on Adobe Cloud they were synced. But if I directly saved to Cloud Documents from XD, I can't access them anywhere, plus they are not syncing. (Not updating to their new version).

Discussion successfully moved from Adobe Creative Cloud to Adobe XD CC

I suppose, you should look here then:
