I'm having the same issue. On my Account page it shows that I should have access to the XD Starter Plan. But it does not show up in Creative Cloud desktop.

Adobe Xd is now only available if you have a subscription for the All Apps plan. Since the buttons on the apps on the screenshot you posted say "Try" and "Buy", I assume that's not the case.

Yes you should try to pay for the plan and then install it.

I already have the plan. If you have paid for it and still don't have it - that's an issue.
