When publishing my document assets as an adobe library while in XD, the library gets published, but contains nothing. Once the library is created, I am unable to add anything to it either when it says the following:
Is this a bug, or am I doing something wrong?
I am using a PC with Windows 10, and I am using Adobe XD version 44.1.12.5, and Create Cloud Sync is 4.21.1.1

I fixed the problem! I should have done this before asking on this forum, but I had to uninstall, and reinstall Adobe XD. Now the libraries are working as they should be. I appreciate everyone that tried helping, and I am sorry to have wasted anyones time!

Hey Jay! I've just come across this myself and realized it's by design / not a bug:
if you're working in the library XD source - it's all stored on document assets. When changes are made you'll see the publish button marked with a blue-dot - that means you have new changes to publish to the library and they'll update as intended.
when you work with XD files using the library, it'll display as intended. HOWEVER. there are bugs i've encountered.
sometimes updating does not take to all assets, i haven't repro'd it enough to isolate the cause to say why. but, sometimes you need to manually hit the update button in the file USING the library's document assets and manually hit the update button until all items no longer have a blue-dot indicator.
you need to make sure the XD file using the library, not the master holding main comps, or they'll desync -- it's easy to update but also weird bug to work around.

tldr is
a source-library XD file's content lives in libraries tab > document assets, it updates using the top right icon (if there's a blue bullet there are changes)
using-library XD files display content in libraries tab > [linked library name], updates dynamically within this list, but double check if they 'took' in this files libraries tab > document assets to make sure
known issues: if there are desync bugs you'll see a blue 'update' button at the bottom of using-library XD file's document assets window (not the linked library list) and individual comps in the list displaying their linkage w/ a blue background. i've personally had to hit this button several times for it to update all states in some instances, not always, but i've encountered it more than twice.
it publishes to a library, but it cannot 'use' that library, because it's the source? not sure. it stubbed me up as well for longer than i'd like to admit. this might have to do with how instances are brought between files (ctrl c vs dragging from library? i'll note it throughout my work and see)

To help clarify:
I created a new document. I add three colors and a character style to the document assets. I select the button that is "Publish as a library" on the top right of the left-hand assets panel. In the following image, you will see that I named the library "Library Test." After creating this library, the "Publish as a library" icon constantly has a blue dot on it, even though I have made no changes. I have pressed the update button a million times.
Now I will create a new XD document and try to use the "Library Test" library that I had just created:
After selecting that library, there are no assets in it:
I can't even add elements using the plus icon at the bottom of this panel.
