You can use pins after sharing
To pin or move your comments to indicate specific areas in the artboard, click Place a pin, and then click the specific location in the artboard. Type in your comment and click Submit to submit the comment. You can also switch from a regular comment to a pinned comment. XD assigns a number to every pinned comment.

There are many tools and methods to let collaborators comment or make notes on your designs. You can use the Share feature like Ares already described, and you can also hook up to all kinds of workflow tools and platforms like Zeplin and Jira, which also tend to be able too hookup to Adobe's own Creative Cloud messaging features.
So it's not so much a matter of having some notes feature, but it depends a lot on the choices which you and others have made (or need to make) how to work together.

So it's not so much a matter of having some notes feature, but it depends a lot on the choices which you and others have made (or need to make) how to work together. Some platforms see advantages in letting their users team up with brands like Adobe, so they integrate with tools like XD. Others might be less co-operative. A tool like Axure directly competes with Adobe XD, and commenting only works together based on exporting imagery, possibly facilitated by a third party workflow tool...
