Group two identical elements

How do I group two elements with same size that sits exactly on top of each other? I can't separate them enough to be able to click both an group them of course cause then If I move them back into position they both move, so I can't get the one back behind the other again. If I go in the layers panel and select both from there and right click and the choose Group, the only things that happens is that they get placed inside one layer folder called Group162, the elements are still not grouped on the art board cause when I start moving what I hoped was two elements as one only the topmost element move and the one underneath stays put. So they are not a group.

    If you look at the Group on the left, with its two indented objects, if one of the objects is highlighted, that's what will move. If the Group is highlighted, both should move.
