How to anchor a point on a line to get it to rotate around in a circle?

Hello! I want to make basically what amounts to a clock animation: I want to have several lines with anchor points (which I do not know how to make) in the middle of a circle rotating from their current position at 0 degrees to a position around the circle. I'm having trouble doing this and am hoping you, kind reader, may be able to help. Thank you in advance for any advice you may be able to provide me!

You can create different artboards for each position and then link those artboards using the time trigger and animation action (You can find similar videos in youtube. Can help you to give an idea) . Hope this help.
