How to Start Adobe XD Community / Meetup

Hello, fellow creatives. I'd like to start a local meetup /community here in Accra, Ghana for Adobe XD. I'm a UI/UX designer and I get a lot people interested in what I do and they are fascinated about the tool I use for my work. To put things in order, I've decided to start a local community named, Adobe XD Accra, but I cannot just start it not knowing the legal implications hence my reliance on this forum for proper direction on what to do or who to reach out to.
