Live preview on Win->iOS device needs iTunes???
Why do I need to use iTunes to live-preview from a windows computer -> iOS device?

The XD app for previewing on iOS devices is available through iTunes, which is why I am guessing that you need to install iTunes. I use my Mac OS for device preview, and because I have iTunes installed by default, I don't think I have seen this issue in my case.
