Unable to install Adobe Experience Design

I'm trying to install Adobe Experience Design with no luck.

I had installed it about 3-4 months ago... and it worked.

Recently (I think it was after the latest windows update) i tried to open a colleague file and it says (This file was saved in a recent version of Adobe Experience Design, please update)
Then I opened Adobe Creative Cloud manager and pressed "update"

When the process got to 88%, it failed with a message "

I tried uninstall Creative Cloud Manager and Experience Design again, running Creative Cloud Cleaner Tool and reinstalling the program again with no luck... same error.

Any help would be apreciated.

UPDATE: The error is displayed 18 times in a row, then it reaches 98% and shows the same error again. then it fails.
