XD competition

Hi, I want to participate in the Adobe XD competition "Prototype your Creative City app" for which I just received an email, however, I do not see Romania in the listed countries allowed to participate. Can you please help? I cannot tell if I am eligible to enter or not and couldn't see any contact for inquiries such as this. Can someone please help with this?

    The competitions are lasting a week, so it’s a very quick turnaround time. This week’s is the smart watch competition, and it looks like Romania is unfortunately excluded. The latest competition (and a link to the rules) is in this tweet:
